1)larger transactions (on a per acre-foot basis)
2)transactions with less opposition (objectors)
3)more senior water rights
4)deals where the conveyance structures are not shared by multiple users
5)adjudicated water rights or water rights with documented historic use
6)water rights with few competing users
7)states with efficient regulatory review processes- this is a big one.
